I don't understand the sentence.
1) figure - does not make sense here. Do you mean numbers?
2) at the risk category - do you mean in the "at risk" category?

Generally if the number in the "at risk" category increases, it shows the opposite - that these people, unaware of the risks, continued their risky behavior.

What about

Hospitals are accommodative the increasing figure of weighty patients by purchasing bigger aesculapian equipment.
Students: Are you brave enough to let our tutors analyse your pronunciation?
Hospitals are accommodating the ballooning figures of heavy weighty patients by purchasing bigger aesculapian equipment.

Here figures refers to body shape - three dimensional.

Ballooning figures = people who keep getting fatter and fatter, like blowing up a balloon.

No, these two examples are from different sources.
They probably both meant to write "numbers" then.

The hospitals accommodate the increasing numbers of weighty patients...

The increasing numbers of youngsters, who were in the "at risk" category due to their sexual behavior before the lectures, will show that they have started to care about their HIV status and want to know it.

Note: This still does not make logical sense to me - if a group of young people care about their HIV status, the numbers in the "at risk" category should be decreasing, not increasing.
