I'm trying to write a sentence in English? Which one of the following is correct or preferred?

- Passing the above-mentioned law originates from misinterpreting bank interest as usury.

- Passing the above law stems from mistakenly equating bank interest with usury.

- Passing the above law stems from falsely assuming bank interest and usury are the same.

I would use "The idea behind" instead of "passing" in those.
