In Tarot different cards have different meanings.

For example, the meaning of Ace of Wands is: A creative birth, starting a new path, new opportunity, new ideas.

Three of Wands: Temporary but correct use of time, learn by watching others, lasting success in business, short journeys.

Four of Wands: A settled home, job, stability, peace, valuable relationships.

1. What does "a creative birth" mean/refer to? I have no idea.

2. Does it mean that only for some time I use my time correctly and mostly I probably do not do it?

"creative birth" appears to mean the birth (start) of a period of creativity.

"temporary but correct use of time" is odd and hard to understand.

"a settled home" means a stable life at home (especially one shared with one's family). In other words, a home life free of major upsets or upheavals.

I don't see it in quite the way that you originally expressed it. In the pattern "A but B", where A can be construed negatively and B positively, the emphasis is normally on the positive aspect. So, the emphasis here is on the correct use of time, albeit that this situation is non-permanent.

Emphasis aside, it could refer to using one's time 'correctly' (i.e. profitably, or in a worthwhile way) for a limited period of time, but to me it seems like a strange way of expressing what is in any case an odd prediction.
