It means that crime does not pay crinimals for what they did. It only gives something worse.
Crime never pays means:

if you do something nasty, hurt someone, something illegal, or immoral, sooner or later you will get punished for that and will have to pay the price.

Usually the lost will be much higher than the profit you made from the " deed".That's how I interpret it.
