Generally, if an offender has shown remorse and is not deemed a threat to the society, then a parole will be granted.


Generally, if an offender has shown remorse and is not deemed to be a threat to the society, then a parole will be granted.


I was just wondering if 'to be' is needed here. Also, do you reckon I placed my commas at the right place?

Commas are fine. I think the sentence reads better with to be.
