what is "general"?

Students: We have free audio pronunciation exercises.
'General' as in General English, means any study of English which is not limited to a specialized subject such as business studies, medicine, travel etc although it can contain course content from all or any of these groups.

Dictionary:

1 : involving, applicable to, or affecting the whole
2 : involving, relating to, or applicable to every member of a class, kind, or group
3 : not confined by specialization or careful limitation
4 : belonging to the common nature of a group of like individuals :

In short - general means - non-specific
I have a constant argument with my boss, lovely man, but he insists on saying in his letters: 'The (large organisation, i.e. British Steel, etc) ARE prepared to negotiate...' Whereas I say it should read: 'British Steel IS prepared to negotiate...'

I need a definitive answer to settle this, from an unimpeachable source, so that he is unable to argue! Please help.
