An Idiom is a group of words whose meaning is different from the meaning of the individual words.
For example
Anyone in her shoes would have done the same thing.
In somebody's shoes means in somebody's situation

While phrasal verbs are a combination of verb and preposition, verb and adverb or both.
For example
Look after,Look up, Sign in, Sign out ... etc
