I have found following sentence in a book.

In fact, a fifth are considered to actually weigh less than is considered healthy.

I would delete the word "as". These sentences mean near enough the same as the original, but they feel more cumbersome.

"true" is not the right word here. "true" means that a statement is factually accurate, not that it is good English. You can instead ask whether the sentences are correct.
