I've never heard the expression 'discount sale'. I just hear 'sale'.

eg Are you going to have a sale this summer?

Sorry to say but neither am I but the executives of that place were under educated so had to specify that I am talking about a particular discount sale.

Is there any sale that is coming in upcoming or future days. No. A poor sentence.

But saying next convey the meaning that there already a sale is going on.

You could just ask When will there be a sale?
