Here are a couple of typical conversations.

Q - Does he have a car?

A - He does.

Q - Does he have a car?

A - He has a red Cadillac.

It's based on necessary or unnecessary choices. If (he, she, it) *needs [necessary]* to go to the bathroom, then the sentence would be something like: He has to go to the bathroom. If there is *no need [not necessary] then it becomes: He doesn't have to go to the bathroom. Finally, if it's asking or referencing a question, then it becomes "have". Examples: Does he have all his stuff? Didn't she have a car? Doesn't you dog (it) have a collar? Hope this helps you all.

Well after more than two years of waiting, he probably has the "necessary" condition.
the correct one is (does he have) because if we make an affirmative sentence :

i have a pen.

i don't have a pen.

Do i have a pen?

with i,they,you,we,two or more then two names we use have.

in case with:

He,She,It,singular name

he has a pen.

he doesn't have a pen.

does he have a pen?

here you can understand it easilyby taking the example of present simple tense:

he plays football.

in place of s we put does and the same play in upper also there is the same case.
