There's something I'm not sure I understand in the passage below.

Two guys are talking about prisons, particularly about supermaxes. They sit in a restaurant and one of them says:

They put it (supermax) on a mountaintop in the middle of nowhere, and for good reason. City folks don't want supermaxes in their backyard. But they'll dump them here. Not complaining, it brings jobs to folks, and Lord knows we need them." He motioned to the door where two burly young men in blue uniforms walked in and sat down at a table. "There're two of them right there. Probably be heading up to the prison after they fill their bellies."

They will "dump" what? Prisons or prisoners?

I suppose that the guys who enetered are the workers in that prison they're talking about.

So, actually, only "they will dump them here" puzzles me?

The people will dump the prisons there. By the use of the word "dump," we understand that there is no care considered for the people of the area where the prison will be located.

My inference would be, as yours is, that the 2 men who walk in wearing uniforms are prison guards.

"Dump them" means to lumber or burden an area or person with something undesirable that one might not want to take on themselves, or to have in their area.

The following sentences might help you understand this in context.

Joan dumped her little brother on me because she did not want to babysit him. (means that Joan, rather than babysitting her little brother herself, as she was presumably supposed to be doing, "pushed him off on" (another idiom) or gave that responsibility to someone else.

X city didn't want their new landfill within the city limits, so they dumped it off on those of us who live in the outskirts by buying up land in our area. (means that the city didn't locate a land fill within the ciy limits, but found some land out of town that they could buy and built it there.)
