This sentence is awkward to read and is hardly viable. There are two ways to try to interpret it:

  • As a shortening of "I saw that Tom and Sally embraced", i.e. with "embraced" as a verb. In this sense, the sentence may work slightly better in speech than writing.
  • With "embraced" as an adjective, i.e. you saw them in an "embraced" state. For me, this barely works. One can instead say "I saw Tom and Sally embracing".
