are not willing to invest money in setting up the Internet
2.Foreigners who pay a visit to my hometown ask directions to local 
inhabitants telling them how to go in English.
3.In the ever-changing world, while new theories, concepts and knowledge continue 
to be brought, authors of any fields can’t renew their books and publish them in time

3. In this ever-changing world, while new theories, concepts and knowledge continue 
to be developed, (sorry, I'm not sure what you mean by this next part)  authors  can’t write their books 
or publish them in a timely way.
