I am not a native English speaker and am wondering which one in the following is correct:

an English-spoken country

an English-speaking country

This is strange.

We might imagine this imaginary country, populated with people whose language isn't English, the coutry being led by a dictator which prefers to speak English for whatever reasons (perhaps he studied in England and wants to show off). The dictator would speak in English to his subjects. In that case, and JUST PERHAPS, you might be able to say the above.
