English can refer to British? I thought English only refers to the language.

I should have phrased it more generally, and said he is British. However, someone can be English as well as British. England is part of Britain, along with Wales, Scotland and Northern Ireland. Whichever one you are from, you are British, but you can also identify with the part of Britain you are from and refer to yourself as English, Welsh, Scottish or Irish.
English (the language) is the primary language throughout Britain, but there are also Welsh, Scottish Gaelic and Irish Gaelic languages, which are spoken to some extent in those parts of Britain.
