No, it is not similar to ebonics.

I would agree with Nona the Brit here. Estuary English, and I think we could as well refer to it as 'General London', is an accent somewhere between London Cockney and mainstream RP. It does not allow for Cockney features such as th-fronting or h-dropping. The presence of T-glottaling is sometimes a useful diagnostic, as is the lengthening of phonemically short vowels for adding emphasis.
