Despite or even after that significant point or event.

eg He spent 6 months learning to drive. Even then, he failed his driving test.

eg She kissed him passionately. He didn't realize that she loved him, even then.

It's hard to see a context in which your particular sentence would be said. However, the significant point or event is probably described in what was said just previously.

"Even then" expresses something happening a a time in the past (or under some conditions) compared to what happened at a different time (usually present), or under different circumstances. Some examples:

Emile's most recent goal for England was more than five years ago, in a friendly against South Africa. He has not scored in a competitive match since the World Cup finals in 2002. Even then, he was playing so poorly that the coach only used him as a substitute. (compares Emile's performance in 2002 as compared to present day)
Standards usually arise when one vendor dominates the market and their product becomes the de facto standard. The only exception to this is standards that are machine-specific, such as the DVD format, and even then the implementation of one vendor probably acted as a seed to the standard. (compares the development of standards in the general condition, to one specific exceptional case)

He once gave a pretty convincing performance as a man of principle. Maybe it was all an act even then. You don't find too many men who have married a fortune, and are still men of principle. (comparing performance in a past time to now)
