I have a question regarding language schools.
Are there any general standards in relation to exams at beginners, elementary and intermediate level ? If so who make these standards?
Do different language schools have to follow specific rules regarding exams, testing and grading? Or is it up to the individual language schools?

Are there any general standards in relation to exams at beginners, elementary and intermediate level ?-- No.
If so who make these standards?-- Each school sets its own, sometimes based on short, simple tests devised by their own staff or on brief assessments made at student interviews, but often also based on budgeted enrollment requirements.
