Yes, 'remarked' should be 'regarded as' but also, 'short story writers' is better than 'short stories writers'.

There is more than one way to correct this sentence, depending on exactly what is meant. "He was regarded as one of the greatest short story writers" is one possibility.

"He was, remarkably, one of the greatest short story writers" is correct English, but it isn't a particularly obvious way to correct the original sentence.
