'D' does not sound right. First, the word 'incidence' is almost exclusively singular in this meaning; second, 'increase' should be used in combination with 'by', not 'at'. Here is the rectified version:

It may seem that the incidence of bullying in premier schools has increased alarmingly by 15 percent over the last year.
