1. Gathering in large numbers, a weed called "hairy panic" is a big problem.

2. Gathered in large numbers, a weed called "hairy panic" is a big problem.

Sentence 1 suggests (to me) that someone might gather (collect) these weeds into a single place, and if they do, this problem occurs.

Sentence 2 suggests (to me) that the weeds sometimes grow in large numbers in the same location, and the problem occurs when they do this.

In all probability, you wanted to say sentence 2.
