I like giving presents and I also like being given them (or by them).

Question

1. What is the mean "getting by?"

2. I know that we do not use by them on the sentence. why can't we use "by them" on the sentence?

In the context you gave, I would understand the meaning to be something like this: "(I am) managing to survive although I'm having some difficulties."

Because that would mean that the presents are doing the giving.

That sentence would also be much better if it were written this way:
"I like giving presents and I also like receiving them."
