My dogs never approach other dogs.

One dog. It's fine in British English. American English favors "toward", no "s".

The British refer to multiple dogs as "dog"?

"Toward" is American, and "towards" is British, but you do hear "towards" in the US.

My dog doesn’t ever go towards other dogs. This seems stilted to me.

More natural English is simply eg My dog doesn't go near other dogs.
