One of the meanings of complex (as a noun) is "large building with various connected rooms or a related group of buildings" (SOURCE ).


However, in the phrase you posted "Government Complex" could be a proper noun, many examples of which can be found on the Internet (see here ).

Could you check if the two words begin with capital letters in the original text?
