I don't know where she grew up, but the sentence implies that in Brazil art and politics were connected, without actually saying that. It does not mean your number 2.

Sorry. It took me this long to realize that the word "grew" was throwing you. "Grew" here simply means "became gradually". It has nothing to do with getting bigger or older.
