Could you tell me what is the exact meaning of "hang about" and "hang down" as in this sentence: "His hair, which hung about its neck and down its back was white as if with age."

The definitions in my dictionary don't seem to fit the context, I am afraid.

His hair was long enough to be arranged (hang) around this neck and along/down this back (following his back downwards).
