I told him my dad makes five hundred dollars a week, and he got real mad.

I wonder if “he” is “I”’s dad or Howie’s dad.

I would like to know why he got real mad and got happy again.

It must be Howie's dad.

I'm not sure that I get it either. I can just make out, I think, that the cartoon is dated 1962. At that time, $500 a week would have been quite a large amount, I think. Howie's dad may have been angrily envious. Then when it changed to $5000 a week, possibly Howie's dad decided that the kid actually had no idea what the figure was, so was relieved. That's all I can think of at the moment. Perhaps someone else has a better idea.

Me, too. No clue. I could only guess, but if my guess is not funny, it's wrong, and it's not funny.
