Take petrochemicals alone: public-sector Central investment in Gujarat is probably tenfold that of the rest of the country combined. Also, compare the royalty paid to Gujarat for Ankleshwar crude oil versus what was paid to Assam for Digboi crude. Even today, Gujarat gets a preferential rate of royalty through what is called the "Gujarat formula".

And it's rather odd that India wants to build a pipeline to Iran(through Pakistan) to bring in natural gas, while huge quantities of natural gas are being flared off in Assam, and the massive gas reserves of Andhra Pradesh go unutilized. And now, Yashwant Sinha wants to eliminate the transport subsidies that allow crude and refined products from the northeast to be sold competitively in the rest of India, against products from Cambay and Bombay High.

There would have been no need of transport subsidies if they had built a damn pipeline in the first place.

Rather, it is about the fact that these highways were built(and to a much higher standard than elsewhere in the country) while desperately needed roadways in other parts of the country were not.
There's a "highway" called National Highway 47. I believe it actually traverses all the south Indian states. I once had the tremendous misfortune of travelling this one-and-a-half lane travesty of roadway engineering. I am not joking when I say that the vehicle we were travelling in had to be rebuilt at the end of the trip. Somehow, I doubt the situation has much improved on this particular "highway" since my experience.

I have travelled by road from Trivandrum to Jabalpur to Kurukshetra and the areas bound by these three points I have seen nothing special about any part of highway in Gujarat.
Gujarat still has meter guage railway. Some parts of Maharashtra and Karnataka that had meter guage railway have been converted to bradguage for long.
The way Mumbai is connected with other points in Maharashtra by Railway Ahmedabad is not connected with other parts of Gujarat.

You put Gujarat on par with Punjab in getting special favours from Center. Punjab got favour in terms of irrigation facility and almost free electricity to its farmers.
