Unfortunately, for those that Joshi is referring to(and as you damn well know), schooling of any kind, even homeschooling, is simply not available. How can parents who have had no education whatsoever provide homeschooling for their kids?

Millions in western countries commute to work as well. I know a film actor who is currently commuting between the US and Europe.

You have to elaborate what you wrote. Does the person who refuses to spak in his mother tongue does not speak any language at all?
by refusing to speak X, it does not imply the person does not speak at all (or does not speak Y).
How would he have money and so on?
by getting jobs he would not get otherwise.
Indian languages will die out because there is no market force behind them for anyone to write things that people would want to read.
it is a two way street. if people start thinking wearing baseball caps reversed will make them look cool (or get jobs), they will do so, especially if the media reinforces that. People who wear caps normally be made to look old-fashioned or silly (or not get the jobs at all)...
Even in small towns people send their children to "English Medium" schools by paying fees that are very much out of their reach. In
this is a self-reinforcing belief. in india you will find it is difficult to do well in life (unless one is an entrepreneur or a crook), if one does not know english. historically this quaint situation developed because the people who attended the first english schools 200 years ago got decent jobs as clerks working for the brits.
common sense tells us that the quality of production from individuals depends upon their skills and knowledge - not on the language, accents, surname etc. but markets can be irrational ...

Why was it possible for Turkish, Malaysian, Indonesian to get written in Roman but not Indian languages. Why is it el ke aDvaani and not laa kri aDvaani?
if the market does not want to use a particular language , you can write it in braille if you want to, it just won't work.

Pali and variou Prakrits were languages of masses. Present day Indian languages began to take shape almost 1000 years back. It is these languages for many of which it was firangees who wrote grammars in which today's most of India is getting literacy, reading newspapers, running administrations and law is being practiced.
