the society has to make sure that the rules for being accepted as useful are fair and just, and lead to production which will lead to the rising of living standards. otherwise, the society will turn into a polarised tinderbox.

As far as India is concerned let us first try to get out of polarization that has established first by castes and then by religion. If some people are trying to achieve another kind of polarization through speaking English, let it run its course. A child who in India is not exposed to local language in house is surely going to catch it up outside on the street from neighbopurs.

there are three main effects this is having
-cultural
-social
-economic
i have tried to explain the last two. the first is obvious. again, for your sake i will explain.
if an economy's system of rewarding effort gets distorted, the whole system will follow. if the whole system gets distorted, the individual in genral will be worse off.
an example would be people paying astronomical sums to send kids to english schools. the english schools are making money, but the utility to the economy in total is dubious. if those resources instead were put to acquiring/disseminating practical/vocational skills, the production resulting would have raised standards of living.

Astronomical sums are being paid by only those who have money to burn. Real tragedy is the children having to go to schools and then to tuition classes.

I know many children in UK who can only speak their parent's Indian language until they are put in schools where they begin to learn their English. Afterwards these children are sent on weekends to learn their parents' language and religion. Such children are going to have big problems when they grow up.
