While I was writing an essay about freedom of speech, I wanted to tell that many countries tend to provide people with freedom to tell anything they need. I didn't wanted to use "speech" in the sentence as it is in the question. Therefore, I would really appreciate it if someone could let me know whether following sentence expresses what I wanted. In addition, please someone tell me what are the other alternatives to this phrase "freedom of speech".

The phrase "freedom of speech" is generally meant to include writing and even actions to some extent, that is, any kind of expression. For that reason I would use the shorter form of what you've written, as shown below.

The rights to express oneself freely.
The right to criticize the government's policies and officials without being punished.
The right to proclaim one's opinion in public discourse without retribution.
The right to speak one's mind.

That is a very weak statement. It sounds like this freedom is something that can be revoked at any time.

It is not the authorities that grant this, but the constitution. The constitution is the basis of principles from which laws are derived.
