No, it's "two thousand seven".

At 2010, it'll be either "two thousand ten" or "twenty-ten".

In American English this is actually technically incorrect, though its usage is very common.

So it depends which form of English you are learning.
The reason that the "and" is technically incorrect (in NAE at least), is that "and" is used in mathematics to represent a decimal point.
