No, it's "two thousand seven".

At 2010, it'll be either "two thousand ten" or "twenty-ten".

So it depends which form of English you are learning.
The reason that the "and" is technically incorrect (in NAE at least), is that "and" is used in mathematics to represent a decimal point.
