I was always thought where I live(MI, U.S.) that "and" is only to be used for a decimal place. Ex. 1.3 One and three tenths

Actually, the only proper purpose for "and" when reading numbers is when reading a mixed number like 2 3/4, which would read "two and three fourths." This also applies when reading a decimal as a fraction, like 2.34, which could read either "two and thirty-four hundredths" or "two point three four."
