In the above title to this post, could it be "How to write a title to an article" or could it be "How to write the title to an article"? I think you need to capitalize certain words? Can a rule be a word less than 4 words not capitalized?

I saw some title names that make a little sense like below. I know articles can be ommitted but what else?

If you take your two examples, written out fully they would be:

College is a place to strengthen bodies

A carpenter, John Doe, has been awarded a doctorate.

Basically newspaper headlines are designed to catch the attention and lead the reader to read the article. Almost anything can be done in them. Grammatical rules are virtually ignored.
