I've never heard anyone say this. I guess that in the right context and with the right amount of sarcastic tone, it could mean that. But you could just as easily say many other things. eg

'I'm going to marry Queen Elizabeth.'

'I'm going to win an Olympic gold medal and a Nobel prize.'

Actually, not. To me the idea is that the situation is very highly unlikely to the point of being impossible. This meaning comes across a bit more if a man says it, I'd say, but the core meaning remains even if a woman says it.
