I cannot understand this sentence grammatically. Please make it clear to me.

The sentence is, "With 25 million software developers expected by 2020, the pool from which to draw from is immense. "


what does it mean?

Grammatically, it's a participle clause introduced by "with" followed by an independent clause.

That sentence is a little clumsy, but:

Considering that (with) 25 million software developers will probably exist (expected) by 2020 (when the year 2020 arrives), the number of prospective people (the pool) that we will be able to select from (from which to draw) is immense.
