I make all the decisions personally

Does that personally have the same meaning as "on my own"?

Without knowing the context, I would answer yes.

In the Merriam-Webster Dictionary for English Language Learners, it defines "personally" as "—used to say that something was done or will be done by a particular person and not by someone else."

That definition would fit your description.

But in a different context, a person might receive significant input before making a decision from others. But she makes the ultimate decision.

I hope that helps.

These are not the same. There's a difference that splits hairs:

"I make all the decisions personally." would imply that you and others can make decisions, but you take it upon yourself to make all the decisions.

"I make all the decisions on my own." would imply that only you, and no others, can make the decisions, and you go ahead and make them.

"I make all the decisions personally." would imply that you and others can make decisions, but you take it upon yourself to make all the decisions.

No, it means that I make the decisions. It does not say anything about the ability of others to make decisions. Full stop.

For all we know, they don't even have the authority to make the decisions.

Say, for example, that I work at a large industrial site. As the boss, I make all important decisions involving equipment and people. There's been an accident. Now the accident investigators want to talk to me about what happened. I could easily say, "I make all the important decisions personally."

It's silent on whether others had input into my decision. But input is not a decision. It's only input. Ultimately, as the boss, I make the decisions.
