Hello. Keep practising and more people will start to speak English to you. They may not speak English to you as they are trying to help you (in their mind) or speed things up. Join the forum and put up regular posts and we can correct your mistakes for you. I have started with your first post.
..but I am not able to speak in English, why?

Don't be discouraged. Believe me: there is no secret. Time is the best teacher. Just keep listening and trying your best to speak. One day that magic moment will happen: you will realize that you are speaking and understanding English. It has happened to millions of people. It will happen to you, too.

Ivan,
The threads you have posted suggest that you have a relatively firm understanding of English in my opinion. I believe anyone can learn to speak any language given the correct training and practice. If you have difficulty orally, it is reasonable to assume that you don't use or practice English on a regular basis, or at least consistently. Based on my own experience, being able to master English in written and oral form requires several lateral efforts and progressions. i.e. Good grammar, adequate vocabulary development, ability to form correct sentences, pronunciation, and lastly, the ability to think in English, which is the most difficult for ESL learners in my opinion. All these attributes have to work simutaneously for someone non-native in order to speak English fluently. But it is entirely possible. What you need is practice.
Hi dimsum

My previous post was just a correction of the OP's first sentence. BTW, my spoken English is relatively fine even though, I don't get to speak it on a daily basis.
