teal lime1) I wish WE HAD a leader like him here in Italy.
2) I wish WE WOULD HAVE a leader like him here in Italy.

1) Fine.
2) Not good.

However, with 2) you can change the main verb "have" (stative) to something like "elect" (dynamic), and it will work.

I wish we would elect a leader like him here in Italy. (hope for the future)
I wish we had elected a leader like him here in Italy. (regret that we did not)
