Are you going by the system of traditional grammar or modern grammar? There are different answers depending on the system.

Modern grammar: phrases are named by their head word. If the syntactical unit contains a verb, it is a clause. The function of the syntactical unit in the sentence is different from its name.


1) He was a man of great wealth. Prepositional phrase. The head word "of" is a preposition.

2) The principal was an old man of friendly disposition. Prepositional phrase. The head word "of" is a preposition.

3) The workers belonged to a tribe dwelling in the hills. non-finite clause. It contains a non-finite verb.

4) There I met a boy with red hair. Prepositional phrase. The head word "with" is a preposition.
