get lots and lots of rain or if it looks as if it's going to be very

windy, we all need to know what the weather is going to be like.

No. It means "in the eventuality that".

That's just the way we put it. In speaking of the weather, we say it looks like rain or snow to mean that the sky presents the appearance that portends one or the other, that we expect one or the other. We are aware of how that sounds. A common joke is to say it looks like rain when it is pouring down already. We also say it looks like things in a general sense to mean that we expect them, like "it looks like trouble" or "it looks like war" or "it looks like Randy is going to move to Canada".
