I found that "take a stand" is a verb phrase meaning "oppose someone."
I don't think the meaning fits well in the lyrics, but I am not sure.

2. What do "pass" mean here?

Take a stand = be firm and resolute in your opinion, letting nothing change your mind.
Pass = not be involved. In a card game where bidding is involved, if it is your turn and you don't want to make a bid, you pass.
