Question:1) Can I answer something not related to positions of responsibility that you have held outside of work? Can I answer academic achieve.

The answer on application form:

Yes, you can include key achievements outside of work, e.g. captain of soccer team, chairman of local Toastmasters Club.

It's not clear if it is including leadership positions outside of work as achievements to talk about, or if it is asking only about non-work-related achievements, which may include leadership positions.
