It sounds more like an invitation to me. So does 3.

With an offer the speaker is going to give something to the listener, as in 1, where "beer" is what is offered.

With an invitation the speaker gives the listener a yes-no choice to do something which is suggested by the speaker, as in 2 and 3, where the suggestions are 'to sing' and 'to go on a date'.
