is "is all" something you say when you want to whitewash something or try not to tell the truth? I mean I've seen another situation with the same vibe and the same "is all", Let me know what you know.

This isn't correct English. You may have misheard "that's all" as "is all".

I'm pretty sure it's correct and I didn't just hear, I also saw it in the subtitle and on two different occasions, or maybe it's something extremly informal?

It's possible then that it is an informal US expression that I have not heard of. Perhaps an American member can comment. If you have a link to where you heard it, that I can listen to, then please post that.

That "is all" is an ordinary feature of casual speech here in the Middle Atlantic states. It is said to minimize things, not to hide a lie. You can think of it as short for "that is all it is".

This pattern is usually heard without the initial "it's". Technically it's grammatically incorrect with "it's".

I would have heard that as a slightly strangled or poorly articulated "that's all". However, others have now explained that "is all" is a possibility in AmE, so I am unsure which he intended (or was scripted) to say. Perhaps one of our American members can listen and see what they think.

* Edit. I have listened to it again with better sound (rather than tinny laptop speakers), and I am fairly convinced that he does say "that's all".
