i feel that it is not correct.it is a question so can must be proceeded by the subject. for example

can I help you ?

but wait for other's comments because i am not a native speaker
"The key question is whether extend money can bring people happiness."

Since this sentence is taken out of context, I do not know what you are trying to convey. I do not understand what "extend money" is, for instance. Hope this helps.
