1) I didn't eat it all. This means I didn't eat the entire cake.

2) I didn't eat it at all. This means I didn't eat any of it. I didn't eat it even to a small extent.

it all = all of it.

(not) at all = (not) in even the smallest degree (intensifies a negative)

-- Does it bother you if I smoke?
