In N. America, spitting in public is strongly disapproved of.

It is illegal to spit in England - but no-one pays much attention. The law was originally introduced as part of the fight against tubrculosis.

In Barcelona, is illegal to spit on the street, and if you're caught you'll be fined. This seems to me a dictatorial rule because sometimes I feel some mucus in my throat and would like to spit it out and must hold it in for fear of some policeman being close by. Other things that will also cost you a fine in my city are pissing in the street, and vomiting, so you better carry a plastic bag with you if you are feeling under the weather.

As long as you don't spite to people, that's just fine. Who can hold spitting. It's natural.

This type of thing depends very much on the culture in which you live. In N. America, most peope do not consider spitting in public acceptable.

I agree with Clive. Sadly speaking, it "seems" to be accpetable in VN because no one objects it. Just imagine you're riding behind a motorcyclist, then suddenly he spits. Sometimes you're the one who have to "receive" it. It's terrible.
Legal or illegal, please don't spit on the road... It's so disgusting!
So, where to spit if we couldn't hold it? I don't think that people are good targets to spit at.
