Italian Pension System?

welcome back everybody. Someone can look for mistakes in the sentence below? thanx

This one is a crucial week for the italian pension system. No time to lose for the government, whom have to close the problem about the use of the so-called TFR-Trattamento di Fine Rapporto (severance pay) to finance supplementary pension funds, and give a strongly answer to a 20-years-old non-solved problem..

I don't understand so much the part "whom have to". what did u mean?
...well, may be "No time to lose for the government, who (or that) have to close the problem about..".I'd like to know.

I'd prefer to change this sentence this way:

The government has no time to lose: it has to solve the problem about the TFR (severance pay) as soon as possible in order to finance supplementary pension funds....

that may be good if u can change the sentence as u like, but if u're just translating, maybe u have to leave the sentence in a particular way. Anyway, I believe that we have to think in english and not in Italian, that's why we have to make easier sentences and not just translate italian (or other languages) into english. Do u know what I mean?
