It is grammatically incorrect to omit the articles.

On — on the surface.
In — inside.

EDIT: This sentence from Hindstan Times makes more sense to me:

«Going by the voting pattern so far, the uncertain state of the US economy continues to be the main concern for voters from both parties»

Frankly, I don't know. But since the voting pattern in question is a certain and particular thing, I incline to using the article.

Sometimes articles are very tricky...
For example, here's one of my problems:
